The Department of Veterans Affairs VAMC Togus is conducting a one-time, firm-fixed-price procurement for GE VSCAN Air CL and SL handheld wireless ultrasound systems, including necessary accessories and training. These battery-powered devices are intended for rapid point-of-care diagnostic imaging across various medical specialties, including Emergency Medicine, Cardiology, and Critical Care. A critical requirement for this procurement is the equipment's ability to integrate seamlessly with the facility's existing GE Cardiology Diagnostics Systems, specifically GE CASE and GE MUSE, as well as other enterprise GE platforms like Verisound and ViewPoint. The systems must also meet specific technical standards, including IP67 waterproofing and military-standard durability. This procurement is being processed as an Intent to Sole Source to Trillamed LLC, a verified Service-Disabled Veteran-Owned Small Business (SDVOSB). The justification for this sole-source award is based on Trillamed being the only authorized SDVOSB distributor holding a National Acquisition Center (NAC) IDIQ contract for the VSCAN product line. This specific contract vehicle is required to satisfy the VA Procurement Hierarchy and to ensure compliance with the Trade Agreements Act (TAA), as the VSCAN units are manufactured in Austria.
