The U.S. Army Corps of Engineers, Portland District, intends to award a sole-source contract to American Vulkan Corporation for the procurement of 24 Vulkan T-90 Mounts (Part Number 105-02-009-26-000) for the Dredge Essayons. This non-competitive acquisition is justified under 10 U.S.C 2304(c)(1) and FAR 13.106-1(b) because the vessel utilizes a proprietary engine to reduction gear and generator shaft arrangement. Since the existing flex couplings were found to be fractured and replaced with the only available spares, the government has determined that only original equipment manufacturer parts are compatible with the system. The response deadline for this action is August 8, 2021, with an estimated delivery date of September 2021. Interested parties must submit a capability statement including their CAGE code, DUNS number, and small business status to the designated points of contact. The government will evaluate submissions based on the ability to manufacture and supply items equal to the specified parts, provided there is evidence of reliability through installation on similar vessels.
