The Mission and Installation Contracting Command Center at Yuma Proving Ground plans to award a firm-fixed price contract on a sole source basis to L-3 Communications Sonoma EO for the rental of a specialized camera system. The specific model required is the L-3 model M12 DS650, which is the only product that is functionally identical and compatible with the currently used L-3 Wescam model 12D8-C1/D1-2FOV-4 system. Due to proprietary restrictions and the unique capabilities of this equipment, no other vendors are capable of supplying this exact system. The procurement will be conducted under FAR Part 12, focusing on the acquisition of commercial items, and the contract will include one unit of the camera rental. The contract falls under the NAICS code 532490 with a size standard of $7 million. Although the contracting activity invites interested parties to demonstrate their technical capability to fulfill the requirement by a specified deadline, this is not a request for competitive proposals, and the government reserves the right to proceed without competition. Potential respondents are encouraged to perform independent research to understand the proprietary nature of the system specifications to safeguard sensitive information. The final award will ensure compatibility in form, fit, and function with existing equipment at the Yuma Proving Ground in Arizona.
