The Department of Veterans Affairs, specifically the James J. Peters VA Medical Center in Bronx, NY, has issued a Notice of Intent to Award a sole source contract to Olympus America, Inc. for leasing anesthesia endoscopes along with a full-service maintenance agreement. The lease is set to begin on March 1, 2020, and the contract will cover a 12-month period with two one-year option extensions. Olympus is the only qualified vendor capable of meeting the proprietary requirements for these endoscopes, which include specific models of the EVIS EXERA III series. The maintenance agreement will ensure full service coverage including loaner scopes, repairs, parts, labor, and shipping to maintain safe and reliable endoscope performance. At the conclusion of the lease, there is an option for the government to purchase the endoscopes at a pre-negotiated price. Interested parties were invited to submit Expressions of Interest (EOI) by January 17, 2020, although this notice is not a solicitation for competitive proposals. Submissions were required to include detailed capability statements demonstrating relevant experience, business information, appropriate registrations, and proof of Small Veteran-Owned Small Business (SDVOSB) or Veteran-Owned Small Business (VOSB) status if applicable. The contract’s primary performance location is the Bronx VA Medical Center, with no special security, safety, or material requirements specified. The government conducted market research and determined that no other vendors could provide the necessary proprietary equipment and services, thus justifying the sole source award to Olympus America, Inc.
