W--Leasing a Shallow Draft Barge with Drilling Capabilities

ERDC Contracting Office intends to solicit on a sole source basis under the authority of FAR 13.106-1(b) to Mid Atlantic Drilling, Inc., 408 Carolina Sands Dr., Carolina Beach, NC 28428 for leasing a Shallow Draft Barge with Drilling Capabilities. Only one responsible source and no other supplies or services will satisfy agency requirements. Mid Atlantic Drilling, Inc. is uniquely qualified to provide this service based on being the only company is the southeast US that has both the barge and the drill rig needed to collect necessary sediment samples. The Government intends to acquire commercial items using FAR Part 13. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 12:00 p.m. CST on 04 May 2012. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. No RFP will be issued based upon this Notice of Intent.
