The Department of Defense plans to award a sole source contract to American Tower Corporation for leasing tower space at the Needmore Tower site in Clarksville, Tennessee, to support the paging system at Blanchfield Army Community Hospital, Fort Campbell, Kentucky. This action is justified by American Tower's unique position as the original designer and installer of the paging system's tower, preventing duplicative costs associated with engaging another provider. The contract falls under the statutory authority of 10 U.S.C. 2304 (1) and FAR provisions, with procurement conducted using Simplified Acquisition Procedures. The requirement includes a base period from approximately September 28, 2009, through September 27, 2010, with four subsequent option years extending through September 27, 2014. The tower must have a minimum mounting height of 150 feet and include facilities housing government-furnished equipment that are maintained, secure, and climate-controlled. While this is not a competitive solicitation and no formal request for proposals will be issued, other firms interested in meeting the requirement may submit written notifications to the contracting officer within 10 days of the synopsis publication, providing sufficient evidence of their capability. The Government retains sole discretion to evaluate any responses and decide whether to proceed with competition; absent any such responses, negotiations will continue exclusively with American Tower Corporation. Interested parties must express their interest by 11:00 a.m. CST on September 20, 2009. Contact points for inquiries include Shirley Banks and Angela Jacobs at the Fort Campbell office.
