Department of National Defence, 3rd Canadian Division Support Base Detachment (3 CDSB Det) Wainwright and Edmonton as well as Canadian Forces Base (CFB) Suffield require the delivery, set up, operation, maintenance, disassembly, and removal of a fixed winged mobile aircraft fire training prop for the purpose of conducting annual firefighter re-certification training on base in accordance with Standardization Agreement (STANAG) 7145. This training is necessary to meet National Defence requirements for the annual re-certification of National Defence Fire Services (NDFS) personnel who provide Aircraft Rescue Fire Fighting (ARFF) services. The mobile aircraft fire training prop must have flight crew and passenger space for conducting firefighting and rescue operations as well as the ability to simulate engine fires, fuel spill fires and wheel brake fires with live fire fueled by propane or liquefied petroleum gas (LPG). The extinguishing agent will be water.
The Regional Individual Standing Offer is detailed herein and in accordance with the line items identified at Annex Basis of Payment. The Contractor must be compliant with all requirements specified in the Annex Mandatory Technical Criteria in order to consider the bid compliant. The proposed Standing Offer is from contract award to March 31, 2026, with up to three (3) - one (1) year options periods.
