SOURCES SOUGHT NOTICE Mobile 1.5T MRI Trailer Lease Tomah VA Health Care System THIS IS A SOURCES SOUGHT NOTICE FOR MARKET RESEARCH PURPOSES ONLY. THIS IS NOT A SOLICITATION, REQUEST FOR QUOTATION (RFQ), REQUEST FOR PROPOSAL (RFP), OR INVITATION FOR BID (IFB). The Department of Veterans Affairs (VA), Great Lakes Acquisition Center (GLAC), is conducting market research to identify qualified and capable sources interested in providing a mobile Magnetic Resonance Imaging (MRI) trailer lease for the Tomah VA Health Care System, 500 E. Veterans Street, Tomah, Wisconsin. The information obtained from this Sources Sought Notice will assist the Government in determining the appropriate acquisition strategy for this requirement, including whether two or more certified Service-Disabled Veteran-Owned Small Business (SDVOSB) and/or Veteran-Owned Small Business (VOSB) concerns are capable of performing the requirement and are likely to submit quotations at fair and reasonable prices that offer best value to the Government. Responses to this notice are not offers and cannot be accepted by the Government to form a binding contract. The Government will not award a contract based solely upon responses to this notice. Participation is voluntary, and the Government will not reimburse respondents for costs associated with preparing or submitting information in response to this notice. Information submitted in response to this notice may be used by the Government in developing its acquisition strategy and any resulting solicitation. Respondents should clearly identify and mark any proprietary or competition-sensitive information submitted. Requirement The Government anticipates a requirement to lease one (1) mobile 1.5 Tesla (1.5T) MRI system housed in a mobile coach for use at the Tomah VA Health Care System. The anticipated period of performance consists of one (1) 12-month base period and four (4) 12-month option periods, for a potential total contract duration of sixty (60) months. The Contractor would be responsible for providing the mobile MRI system and associated equipment and services necessary to provide a complete, fully functional system, including transportation, delivery, setup, connection, maintenance and repair, required training, and accessories as described in the attached draft Statement of Work (SOW). VA personnel will provide the MRI technologists and perform MRI studies. The Contractor will not be responsible for providing MRI technologist staffing. The proposed MRI system must meet the requirements identified in the attached draft SOW, including, but not limited to: Mobile MRI system with a minimum 1.5 Tesla magnet and 70 cm bore; Capability to perform the MRI procedures and protocols identified in the SOW; Appropriate coils and required MRI accessories; Minimum 500-pound patient table capacity; Contrast power injector; HVAC and onboard generator capability necessary to maintain environmental control; Required software and licensing to support DICOM communication with VA PACS and applicable VA radiology systems; Transportation, delivery, setup, and connection to Government-provided utilities; Compatibility with the existing Tomah VA site and patient-access corridor; OEM-recommended preventive maintenance, calibration, and repair support; Emergency service response and 24-hour/7-day telephone support as specified in the SOW; OEM MRI applications training and other required training identified in the SOW; and Equipment and accessories necessary to support year-round operation and patient safety and comfort. The attached draft SOW is provided for market research purposes and remains subject to revision prior to issuance of any solicitation. At a minimum, identify: Proposed MRI manufacturer and model, if known; Magnet strength and bore diameter; Mobile coach configuration; Ability to provide the required MRI protocols, coils, software, and accessories; Ability to meet the identified Tomah VA site and utility requirements; Ability to provide DICOM/PACS connectivity; Maintenance and emergency repair capability; Ability to provide the required OEM training; and Any material requirement in the draft SOW that the respondent cannot meet or believes should be clarified or revised. 4. Availability and Capacity Describe the company's anticipated ability to provide a compliant mobile MRI system for the Government's anticipated requirement and maintain the system throughout a potential base period plus four option years. Identify any anticipated lead time required for delivery, installation, setup, testing, and commencement of operational use following contract award. 5. Performance of the Requirement / Subcontracting Describe how the respondent anticipates performing the requirement, including which major elements would be performed by the respondent and which, if any, would be performed by subcontractors or other entities. Identify the anticipated MRI equipment owner/provider, if different from the respondent, and describe the respondent's role in providing and supporting the leased system. SDVOSB/VOSB respondents should provide sufficient information for the Government to assess the anticipated performance arrangement in connection with applicable limitations on subcontracting requirements. 6. Relevant Experience Provide examples of recent experience providing comparable mobile MRI equipment leases, preferably involving Federal healthcare facilities or similarly complex healthcare environments. Include contract/customer information sufficient to describe the scope and similarity of the work. 7. Market Pricing Information To assist the Government with acquisition planning and market-price analysis, respondents are requested to provide non-binding budgetary pricing for a mobile MRI lease meeting the general requirements of the attached draft SOW. Respondents should identify: Estimated monthly lease price; Estimated annual lease price; Whether pricing would be expected to vary during option periods; Whether transportation, delivery, setup, training, maintenance, repairs, and required accessories are included in the estimated lease price; and Any significant one-time or separately priced costs customary in the commercial marketplace for this type of lease. Pricing information submitted in response to this Sources Sought Notice is requested solely for market research and acquisition planning and will not constitute a quotation or offer to the Government. 8. Commercial Practices Identify any terms, conditions, practices, warranty provisions, maintenance arrangements, lease provisions, or other commercial practices customary in the mobile MRI leasing industry that the Government should consider when developing a potential solicitation. 9.
