The Mission and Installation Contracting Command (MICC), Fort McCoy, Wisconsin has a requirement for a construction Job Order Contract (JOC) for facilities throughout the state of Texas (region 3). Typical task orders may include repair and maintenance of real property, repair and replacement of HVAC, water, and sewer systems, paving, roofing, interior and exterior painting, ceiling repairs or replacements, repair or replacement of floor coverings, renovations, refurbishments, civil works, and electrical repairs involving all of the building crafts and trades.Work to be performed will be within the North American Industry Classification System (NAICS) with a Code 236220 small business size standard of $45 million. Solicitation W911SA26RA026 will be issued as an Request for Proposals (RFP) using the procedures outlined in Federal Acquisition Regulation (FAR) Part 15 as supplemented by the Defense Federal Acquisition Regulation Supplement (DFARS), and the Army Federal Acquisition Regulation Supplement (AFARS). It is anticipated that this requirement will be awarded as a single award, Fixed Price Contract. This solicitation will be a 100% HUBZONE Small Business set-aside. Project magnitude is $6,500,000. MICC Fort McCoy intends to issue the solicitation within 15 days of this pre-solicitation notice. Electronic copies of each bid shall be submitted through the Solicitation Module of the Procurement Integrated Enterprise Environment (PIEE) suite at https://piee.eb.mil/. Bids submitted by mail or hand-carried will not be evaluated. Proposals sent through proprietary or third party File Transfer Protocol (FTP) sites or DoD SAFE will not be retrieved. It is the responsibility of the Offeror to confirm receipt of proposals. All proposals received after the exact time specified for receipt shall be treated as late submissions and will not be considered except under facts and circumstances allowed by the Federal Acquisition Regulation (FAR). It is the Offeror?s responsibility to obtain written confirmation of receipt of all electronic files of the full proposal by the Contracting office. The Offeror must obtain prior approval from the Contracting Officer to use the alternate submission method. Offerors are responsible for ensuring electronic copies are virus-free and shall run an anti-virus scan before submission. Electronic copies of each bid shall be compatible with the following software products: Adobe Acrobat Reader 11 and Microsoft Office Suite 2016. Narrative portions of the proposal shall be in Adobe Acrobat portable document file (pdf) searchable text format. The Offeror shall not embed sound or video (e.g., MPEG) files into the proposal files. Electronic files shall be clearly identified for each Bid, section, and item.
