This is a pre-solicitation notice for construction the Super Hornet Procurement D project at Al Jaber Air Base, Kuwait. The Super Hornet Procurement D project is a programmed Foreign Military Sales project. Project Scope: This is for the Design-Bid-Build (D-B-B) construction of Quick Reaction Area (QRA), Combat Aircraft Loading Area (CALA), related site improvements, demolition of existing pavement, construction of new concrete and asphalt pavement, and incidental related work. Facilities will be designed as permanent construction in accordance with the Department of Defense (DoD) Unified Facilities Criteria (UFC) 1-200-01, General Building Requirements and UFC 1-200-02, High Performance and Sustainable Building Requirements. The project will be constructed in accordance with current Kuwaiti and U.S. building codes, safety, and security standards. The contractor shall provide all management, administration, quality control, labor, transportation, equipment, materials, vehicles, heavy equipment, supplies and other items as necessary to perform the services contained in the scope of work. The overall Period of Performance (PoP) shall be six hundred and thirteen (613) calendar days from Notice to Proceed (NTP) for the entire scope of work. Set asides and codes: The project is classified through the North American Industry Classification System (NAICS) under code 236220 Commercial and Institutional Building Construction with a small business size of $39.5million. The PSC is Y1JZ �Construction of Miscellaneous Buildings. The Government anticipates awarding a firm fixed price contract. The estimated magnitude of construction of this project is between $25 million and $100 million. The Government is considering the use of an unrestricted (full and open) solicitation and award a firm fixed Price (FFP) Design Bid Build (DBB) construction contract using the Best Value Trade-off Source Selection procedures in FAR 15.101-1. Evaluation criteria will be stated in the Request for Proposal (RFP). The Government may include options in the RFP. Additional Information: The Design-Bid-Build(D-B-B) Solicitation is scheduled for release on or about 22 April 2024. Contract award is scheduled on or about 10 October 2024. Contractors are responsible for monitoring the website for the announcements and for any posted changes or amendments. The contractor must be licensed or be able to obtain a business license in Kuwait at issuance of Notice to Proceed. A contractor will neither be pre-qualified nor excluded from the competition based upon any information provided in reply to this announcement. A bidder list will not be generated from replies to this announcement. Contractors will not automatically receive the RFP package as a result of replying to this announcement.
