The Defense Logistics Agency DLA Distribution intends to award a sole source modification to Task Order SP330025F5022 under parent contract SP330021D5005 to TECHNICA, LLC. This action provides a six month bridge extension for warehousing and distribution services in Djibouti, Africa, covering the period of performance from October 1, 2026, through March 31, 2027. The scope of work includes receipt, storage, inventory, stock readiness, and issue functions for local customers, as well as cross-docking and transshipment operations in support of US Africa Command AFRICOM customers. This non-competitive action is justified under FAR 6.302-1 and 10 U.S.C. 204(a)(1) because TECHNICA, LLC is identified as the only responsible source capable of providing these mission-critical services without causing unacceptable delays. The extension serves as a temporary solution to prevent service gaps while a follow-on competitive procurement is currently in the source selection process. Pricing for this modification will be based on existing rates to ensure fair and reasonable costs to the government.
