The Government intends to exercise an option to extend services under contract FA3016-14-P-0004-P00008 with Excalibur Laundries, Inc., for washer and dryer lease and maintenance support at Joint Base San Antonio Fort Sam Houston, Texas. This extension will cover a two-month period from May 1 to June 30, 2014, ensuring uninterrupted service while allowing for the completion of a 60-day phase-in period for a subsequent contract. Excalibur Laundries is the sole source for this extension due to their current provision of services, which avoids the disruptions and costs associated with demobilization and remobilization. The decision to sole-source this extension is rooted in the impracticality and expense of transitioning services to a different provider for such a short duration. The continuation of these services is critical to supporting over 10,000 military personnel who rely on the washer and dryer facilities for their military and personal laundry needs. The contract is set aside for small businesses and managed under the Department of Defense’s 502nd Contracting Squadron, with all inquiries directed to the designated contract specialist. This notice is strictly an announcement of intent, not a solicitation for competitive proposals.

Full Description

This synopsis provides notice of the Government's intent to exercise FAR Clause 52.217-8, Option to Extend Services under contract FA3016-14-P-0004-P00008. The modification will be issued on a sole source basis to Excalibur Laundries, Inc. 932 S. Marquette Rd, Prairie Du Chien, WI 53821-2239 for the continuance of uninterrupted washer and dryers lease/maintenance services to support Joint Base San Antonio Fort Sam Houston, TX. This modification will cover up to two (2) months (1 May 2014 - 30 June 2014) of support. This two (2) month extension will allow for completion of the sixty (60) day Phase-in period for contract FA3016-14-C-0001. Due to the ongoing nature of the services currently being performed under the contract, and the need to continue these services, Excalibur is the only practical source for providing the necessary continuation of services. Excalibur is in-place and currently providing services without the need for demobilization or mobilization costs that would give cause to incur a break in services; thereby, mitigating impact to over 10K+ military service member's ability to wash their military and personal belongings. It is unrealistic, from a technical and contractual perspective, to expect any other potential source to provide continued services for this short period of performance because of the nature of this requirement, the impracticality and substantial costs the Government would incur and not recover through competition. Therefore, this extension will be procured on a sole source basis. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. Any questions pertaining to this announcement shall be submitted (in writing) to Mr. Earl Boutelle at earl.h.boutelle2.civ@mail.mil.
