The contract is structured with a base year running from June 1, 2027, to May 31, 2028, and multiple option years extending through May 2031. Key requirements include the designation of a Project Manager, Superintendent, Site Safety and Health Officer, SCADA Specialist, and Asset Manager. The contractor is responsible for a wide array of deliverables, including a Phase-In Plan, Preventative Maintenance Plan, and monthly performance reports. Security is a high priority, requiring background investigations for personnel and adherence to NIST standards for protecting Controlled Unclassified Information. The Statewide General Waste Discharge Requirements (WDR) for Sanitary Sewer Systems (Order No. 2006-0003-DWQ) is one of several compliance requirements on the Orange County Sanitation District (OCSD). Within the WDR, it states: “As part of the Sewer System Management Plan (SSMP), the Enrollee shall conduct periodic internal audits, appropriate to the size of the system and the number of Sanitary Sewer Overflows (SSO). At a minimum, these audits must occur every two years and a report must be prepared and kept on file. This audit shall focus on evaluating the effectiveness of the SSMP and the Enrollee’s compliance with the SSMP requirements identified in this subsection (D.13), including identification of any deficiencies in the SSMP and steps to correct them.” However, this audit is not exclusive of the SSMP. The entire WDR is to be audited, including the Monitoring and Reporting (MRP) Program No. 2006-0003.
