The District of Squamish is soliciting proposals under solicitation R26-64 for a qualified consultant to perform an Integrated Energy Audit (IEA) of its water and wastewater systems, which represent approximately 50% of the District's total electricity consumption. The scope of work encompasses the Mamquam Wastewater Treatment Plant, 23 lift stations, a well/reservoir, and four pump stations. The project is structured in two phases: Phase 1 involves the IEA process, including site walkthroughs and consumption analysis, culminating in a draft audit report due by March 15, 2027, and a prioritized list of energy conservation opportunities. Phase 2 consists of feasibility studies for the top two prioritized opportunities, contingent upon the availability of funding from BC Hydro’s Energy Management Program. To be eligible, the proponent must be a member of the BC Hydro Alliance of Energy Professionals, and the Project Lead must be a certified Professional Engineer. Evaluation is based on rated criteria, with minimum threshold scores of 6/10 required for Experience and Qualifications as well as Workplan and Methodology. Successful awardees must provide a valid District of Squamish Business Licence, a current WorkSafe BC Clearance Letter, and maintain commercial general liability insurance of at least 5 million dollars per occurrence. Proposals must be submitted electronically via the Bids and Tenders portal by November 9, 2026, with pricing provided as a separate upload from the technical proposal.

Full Description

The District of Squamish is seeking a qualified and experienced consultant to conduct an Integrated Energy Audit (IEA) for the District’s wastewater and water systems. This project is dependent on a funding opportunity available through BC Hydro’s Energy Management Program and the final scope of work will be determined by the level of funding approved by BC Hydro. The District is seeking this opportunity to assess energy use within its water and wastewater systems and to understand and identify ways the District can improve its energy efficiency and reduce demand on these systems. The audit findings should evaluate and rank the opportunities based on energy savings, cost, and emission reduction potential. Following the energy audit the District is looking to work with the consultant to prepare applications for feasibility studies for two of the top prioritized opportunities. Potential future work to complete the feasibility studies will depend on funding availability from BC Hydro.
