Wastewater Treatment Plant Network Services Proposals

The City of San Mateo Public Works Department is seeking a qualified IT/OT management consultant to provide comprehensive network services for its Wastewater Treatment Plant and collection system Plant Control Systems. The selected vendor will be responsible for the ongoing monitoring, management, and technical oversight of network switches, firewalls, servers, and workstations. Key requirements include 24/7 remote monitoring, monthly on-site support, incident response with a 24-hour window for non-emergency issues, and annual system audits conducted in accordance with NIST standards. The scope of work also encompasses cybersecurity planning, architecture and design reviews, and the coordination of maintenance and system improvements with SCADA integrators. Proposals are due by September 22, 2026, and must be submitted electronically to Robert Learmonth, the WWTP Plant Manager. Evaluation will be based on the firm's qualifications, specifically their ability to maintain network security and provide remote repair capabilities, as well as the total cost. Deliverables include monthly progress reports detailing completed work, identified risks, and industry-wide threats. The contract is structured as a Professional Services Agreement, requiring the vendor to adhere to strict confidentiality and data security standards, particularly regarding personally identifiable information and highly sensitive personal data. Acceptance of services will be based on written confirmation from the City following a review of deliverables against the defined statement of work.
