The contract involves providing water and wastewater system inspection, maintenance, and repair services for the Toll Roads managed by the Foothill/Eastern Transportation Corridor Agency and the San Joaquin Hills Transportation Corridor Agency. The San Joaquin Hills agency oversees the 15-mile 73 Toll Road from Newport Beach to San Juan Capistrano, with oversight by a board composed of officials from 14 nearby cities and county districts. The Foothill/Eastern agency manages the 241, 261, and 133 Toll Roads linking Riverside County to south Orange County, guided by a similarly structured board representing 15 cities and districts. Both agencies are responsible for major decisions concerning construction, administration, and finance of their respective toll roads. Because many of the Foothill/Eastern toll plazas are in remote areas without access to municipal water and wastewater infrastructure, alternative water utilities and reservoirs have been constructed to support potable water, irrigation, and fire-fighting needs. In contrast, the San Joaquin Hills facilities receive water from a municipal supplier but manage wastewater using holding tanks that require regular emptying on both corridors. The contract requires a 10% bid bond and responses are due by February 23, 2026. The work will be coordinated through the California Transportation Corridor Agencies’ Contracts Department, with Kathy Nguyen as the primary contact.

Scope: The Foothill/Eastern Transportation Corridor Agency and the San Joaquin Hills Transportation Corridor Agency require water and wastewater system inspection, maintenance and repair services for the Toll Roads as more specifically described in Exhibit A to the Form of Contract (Section III).
The San Joaquin Hills Transportation Corridor Agency manages the 15-mile 73 Toll Road, which stretches from Newport Beach to San Juan Capistrano in southwest Orange County. Officials from 14 cities and county Supervisorial districts near the 73 Toll Road are appointed to serve on the Agency's Board of Directors. The Board makes major decisions about construction, administration, and finances affecting the 73 Toll Road.
The Foothill/Eastern Transportation Corridor Agency manages the 241, 261 and 133 Toll Roads which link the Riverside (SR-91) Freeway near the Orange/Riverside County border to I-5 in Irvine and to communities in south Orange County. Officials from 15 cities and county Supervisorial districts near the 241, 261, and 133 Toll Roads are appointed to serve on the Agency's Board of Directors. The Board makes major decisions about construction, administration, and finances affecting the 241, 261, and 133 Toll Roads.
Due to the remote nature of most of the Foothill/Eastern mainline toll plazas; the TCA was unable to connect to existing municipal water and wastewater facilities. Therefore, alternative water utilities were constructed at several locations. One TCA reservoir system provides water storage for potable water, irrigation, and fire-fighting capacity to the Windy Ridge Northbound and Southbound mainline toll plazas. By contrast, the San Joaquin Hills facilities are served directly from a municipal water-supplier. Wastewater is however, handled through holding tanks that must be emptied on a regular basis on both corridors.
