The U.S. Navy’s Fleet Logistics Center Puget Sound is seeking water closet and shower doors for installation on LPD-17 class vessels under a sole-source solicitation for products manufactured by Trident Marine Systems due to proprietary engineering drawings, specifically USJ DWG J159 REV-E, which the government cannot provide. The requirement is for a firm fixed price contract under FAR Part 12, with no set-aside designated, and quotes must be submitted electronically via WAWF by the revised deadline of May 6, 2026. Evaluation will be based on technical factors including delivery date, price, and past performance, all considered of equal importance without assigned weights, allowing the government to select the most advantageous offer through a trade-off process rather than a lowest-priced technically acceptable approach. Delivery is required to SRF and JRMC Yokosuka, Japan, with FOB Destination terms, and all items must be packaged and marked in compliance with ASTM-D-3951 and applicable military standards such as MIL-STD-129 and MIL-STD-130, including proper identification using data matrix symbology and unique item identifiers. The contract includes mandatory clauses related to cybersecurity (DFARS 252.204-7012 requiring NIST SP 800-171 compliance and 72-hour cyber incident reporting), security prohibitions, safeguarding of defense information, restrictions on compensation of former DoD officials, and prohibitions on contracting with entities supporting the Maduro regime or sourcing from the Xinjiang region. Offerors must be registered in SAM and comply with fast payment procedures under deviation 2026-00038, and invoicing must be processed through WAWF. All pricing details remain unpopulated in the solicitation, and while amendments have extended the quote deadline and updated specifications, no attachments are listed and no completed representations or certifications from potential offerors are included in the document.
