AI Contract Overview
The State of Utah Division of Purchasing is soliciting proposals for a statewide cooperative contract to provide water leak detection systems and installation services. This five-year contract, identified as solicitation KK27-2, is open to multiple awards for vendors who achieve a combined total score of at least 70 percent of all available points. The evaluation process is conducted in stages, requiring vendors to first earn a minimum of 490 out of 700 technical points to advance to the cost evaluation. Cost points, totaling 300, are awarded based on the most competitive scenario pricing using a specific formula where the lowest proposed price receives full points. Awarded vendors must guarantee their pricing for one year and pay a quarterly administrative fee of 0.25 percent to the Division of Purchasing. This fee is based on quarterly utilization reports reflecting net sales to eligible users, which include Utah government departments, public entities, and political subdivisions. Contractors are required to certify that they do not engage in boycotts of the State of Israel. Proposals must be submitted electronically via the U3P portal, with technical and cost responses submitted separately. Vendors seeking to protect trade secrets must submit a GRAMA Business Confidentiality Claim along with both redacted and non-redacted versions of their proposals.
