The U.S. Embassy in Bujumbura, Burundi, is seeking a vendor to replace the failed Allen-Bradley MicroLogix 1200 Programmable Logic Controller (PLC) at its Domestic Water Treatment Plant (DWTP) and integrate BACnet communication to connect the system to the existing Building Automation System (BAS). The project requires the supply, installation, programming, and commissioning of two new Allen-Bradley PLCs, one BACnet converter, and one ethernet switch to enable real-time monitoring of water levels, production, and distribution across embassy facilities. The contractor must remove the faulty unit, install and configure the new hardware, synchronize data from the main PLC, triplex pump PLC, and booster pump PLC into a unified control architecture, and ensure full compatibility with existing potable system controllers. All work must be performed at the Utility Building on the embassy compound and adhere to strict operational hours, with work permitted on Saturdays only for maintenance and subject to embassy closure during holidays. Vendors must submit a detailed, line-item quotation that itemizes all staff services—including labor, travel, accommodation, engineering, programming, testing, and commissioning—along with materials and equipment such as hardware, software licenses, cables, and connectors, and all installation and commissioning activities. The quotation must be fully transparent and cannot be lump-sum; incomplete or non-itemized bids will be disqualified. The project demands a full-time on-site project manager to oversee work quality and worker conduct, and requires an application engineer to conduct onsite training for embassy personnel on the new PLC interface and production management software. All personnel must comply with rigorous security protocols, including advance submission of travel details, visa and yellow fever card requirements, country clearance processing 30 days ahead of arrival, and escort by embassy staff upon arrival. Contractors must also submit a comprehensive Project Safety Plan aligned with EM 385-1-1 standards, provide appropriate PPE, and assume full liability for any damages caused by their staff. The U.S. Embassy reserves the right to reject personnel for security, safety, or performance concerns and to audit the contractor’s quality control systems throughout the project lifecycle. Proposals are due by July 18, 2026, at 10:00 a.m. Bujumbura time, with questions to be submitted to NiyongaboS@state.gov and answered publicly on SAM.gov by July 3, 2026.
