Water Technical Access Portal (WaterTAP) 2.0

The California Department of Technology, on behalf of the State Water Resources Control Board, is soliciting proposals for the Water Technical Access Portal (WaterTAP) 2.0. This project seeks a qualified bidder to provide a cloud-based Software as a Service (SaaS) solution to replace legacy systems with an enterprise-level data system. The goal is to integrate disparate spreadsheets and databases into a single system of record for drinking water reporting, streamlining information access for internal staff and external stakeholders while supporting data submissions, workflow routing, and compliance decision support. The contract is a fixed-price, deliverable-based agreement focusing on Design, Development, and Implementation (DD&I) followed by Maintenance and Operations (M&O). The contract features a base term of three years, with the DD&I phase required within the first 21 months, followed by a three-month stabilization and acceptance period and 12 months of M&O. The State may exercise options to extend the term for a maximum of six years. Award selection is based on a value-effective model, with 70 percent of the 17,670 total available points allocated to requirements, narratives, and qualifications, and 30 percent allocated to cost. Proposals must be submitted in two phases, including a separate cost workbook, and must adhere to strict formatting and page limits. Final system acceptance is contingent upon meeting specific defect exit criteria, including the resolution of all critical and high-severity defects.
