Water Treatment Plant Rehab and Upgrades Program Coordination Services

The City of Charlotte is seeking proposals from qualified professional engineering firms to provide program coordination services for the Water Treatment Plant (WTP) Rehab and Upgrades program. This initiative supports the Franklin, Vest, and Lee S. Dukes water treatment plants. The scope of work is executed on a task-order basis and includes program planning and forecasting using Trimble Unity Connect software, supplemental project management for design and construction, and procurement support for equipment and services. The City intends to select one company, though it may select multiple if deemed in its best interest. Qualified firms must submit a Statement of Qualifications (SOQ) via the Bonfire Procurement Portal by October 28, 2026. Evaluation is based on experience with similar projects, personnel qualifications, the proposed approach, licensure through the North Carolina Board of Examiners for Engineers and Surveyors, and the ability of team members to arrive at facilities within two hours of notice. The selected firm must maintain professional, automobile, and commercial general liability insurance of $1,000,000 each, as well as statutory workers' compensation. The contract requires strict adherence to several certifications, including E-Verify compliance, the Byrd Anti-Lobbying Certification, and certifications regarding debarment. Participation in the Charlotte Business Inclusion Program for Small Business Enterprises (SBE) is encouraged. Compensation is structured through a combination of lump sum fees and hourly rates, with invoices paid within 30 days of receipt. The selected contractor must also implement a written Quality Control Program within 30 days of the notice to proceed.
