This Pre-Solicitation Notice is being issued by the United States Army Corps of Engineers - Chicago District to inform interested / potential contractors of the District's imminent issue of an Invitation for Bid Package for its construction project, entitled "Waukegan Harbor Approach Channel Dredging, Waukegan Harbor, IL (Chicago District Project)" PROJECT INFORMATION: The contractor will be required to remove up to 200,000 Cubic Yards (CY) of sediment by mechanical dredging, at the Waukegan Harbor. The sediment shall be placed in the designated sediment placement area down drift (south) of the harbor with an option to be placed near shore in the littoral zone at IBSP (Illinois Beach State Park). ACQUISITION INFORMATION: Competition for this acquisition is RESTRICTED TO HUBZONE SMALL BUSINESSES. The Classification Code for this procurement is North American Industry System Code (NAISCS) 237990, identifying a small business size standard in dollars of $27.5M. The Government intends to award a firm-fixed price construction contract from this acquisition. The magnitude of cost for construction is between $1,000,000 and $5,000,000. The Invitation for Bid (IFB) Package will be downloadable from the INTERNET ONLY. The project specification files are Portable Document Format (PDF) files and can be viewed, navigated, or printed using Acrobat Reader. Interested Bidders can download the IFB Package from: http://www.fbo.gov. The IFB Package will be available from this Internet site on, or about July 15, 2019.
