PollStar Online SubscriptionThe Internal Revenue Service is seeking a commercially available subscription database solution functionally equivalent to Pollstar Ultimate to support its Central Withholding Agreement Program, which monitors compliance for nonresident alien artists and athletes performing in the United States. The solicitation, identified as 2043FY-26-Q-00052, is issued under Simplified Acquisition Procedures and follows FAR Subpart 12.6 for commercial items, with all quotes to be submitted electronically via SAM.gov. The required solution must provide comprehensive industry data including touring schedules, box office performance, artist and venue information, and trend analysis tools, with a user-friendly interface accessible to non-technical government personnel. All offered products must meet or exceed the salient functional characteristics of Pollstar, including at least five years of historical data, searchable industry directories, and export capabilities in Excel, Word, and PDF formats, while maintaining 99% system availability and Section 508 accessibility compliance. Offers must document equivalency through commercial literature, specifications, and demonstrations, with no physical delivery required as performance is entirely electronic. The contract is a Firm-Fixed-Price arrangement with a base year running from September 21, 2026, through September 20, 2027, and four sequential one-year options extending through September 20, 2031, with an estimated total value of $7 million across all periods. The North American Industry Classification System code is 519290, with a small business size standard of 1,000 employees. Offerors must be currently registered in SAM.gov with an active Unique Entity Identifier and CAGE code, and must also complete IRS-specific security requirements including training, certification of tax matters, and adherence to strict data handling rules prohibiting access to taxpayer return information. Payment must be submitted exclusively through the Invoice Processing Platform, and subcontractors must flow down all applicable FAR and IRS security clauses. The contract includes stringent organizational conflict of interest restrictions, mandatory security awareness training for all personnel accessing sensitive data, and performance oversight conducted remotely by the government. Proposals are due by August 3, 2026, and award is anticipated for August 24, 2026, with selection likely based on Lowest Price Technically Acceptable criteria given the absence of weighting factors or qualitative evaluation metrics.

Fitch Credit Ratings Research for Global Banks and Global Sovereigns SubscriptionThis sole-source commercial acquisition, issued under FAR Part 12, is directed exclusively to Fitch Solutions, Inc., for a one-year subscription to Fitch Credit Ratings Research for Global Banks and Global Sovereigns, with four optional one-year renewals extending the potential performance period to five years. The procurement is managed by the U.S. Department of Agriculture’s Foreign Agricultural Service to support Risk and Asset Management functions, providing critical financial intelligence including bank credit assessments using the CAMEL methodology, sovereign fiscal data, macroeconomic indicators, and political risk analysis essential for managing U.S. export credit guarantee programs. The service is delivered electronically via a secure online platform, with no physical deliverables or travel required, and performance occurs remotely from the contractor’s location to the government’s designated address in Washington, D.C. The acquisition is not set aside for small businesses; the NAICS code 519290 classifies the vendor as a large business, and the sole-source justification relies on the unique and specialized nature of Fitch’s proprietary data and analytical products. The contract is firm-fixed price, and award is based solely on fair and reasonable pricing, with no formal evaluation factors or technical scoring criteria specified. The contract incorporates a comprehensive suite of FAR commercial item clauses, including those governing terms and conditions, whistleblower protections, human trafficking prevention, data security, privacy, and contractor representation, with particular emphasis on compliance with the Privacy Act, Section 508 accessibility standards, and federal anti-discrimination requirements under DEI certifications. Contractor personnel must comply with Personal Identity Verification (PIV) standards under HSPD-12, and unauthorized substitution or failure to meet identity and integrity thresholds can trigger immediate replacement at no cost to the government. The use of government data to train AI or machine learning models is explicitly prohibited, and automated decision-making affecting contract performance must be transparent, auditable, and under governmental control. All pricing details remain unpopulated in the solicitation, with no contract value stated, but the structure includes five distinct CLINs covering the base period and four option years. Proposals must be submitted electronically via email by the deadline of July 30, 2026, at 2:00 PM ET to Diana Rath of the USDA’s Acquisition Management Branch, with no exceptions allowed for fax or mail submissions. The government retains full discretion in acceptance, and all deliveries are F.O.B. Destination.

Westlaw Legal subscriptionsThe District of Columbia Department of Buildings anticipates procuring legal services subscriptions through a software-based platform, with the forecast published on July 23, 2026. This initiative aims to provide continuous access to legal research and compliance tools, likely supporting personnel in regulatory enforcement, code interpretation, and legal decision-making within the agency. The procurement is listed as a forecast, indicating it is in the planning phase and not yet active for bidding, with no specific solicitation number, set-aside classification, or NAICS code provided at this time. The services are intended to enhance operational efficiency and ensure adherence to legal standards in building permit reviews, inspections, and code compliance activities. There is no designated point of contact or detailed place of performance specified, suggesting that the services may be delivered remotely via cloud-based software, with usage accessible to authorized staff across the agency’s operations. The lack of geographic restriction implies that the subscription will be utilized digitally from any location where DOB personnel have system access. The contract is expected to support ongoing legal research needs, potentially integrating with existing workflow systems, and will likely require robust security, user management features, and regular content updates to remain compliant with evolving local, state, and federal regulations. Interested vendors should monitor for a future solicitation to submit proposals.

This solicitation seeks web scraping services from Canadian suppliers or suppliers of applicable trading partners to collect structured pricing data from designated Canadian business websites for Statistics Canada’s statistical and research activities. The contract, identified as J091024/A, is a fixed-price procurement with an initial term of 18 months and four optional one-year extension periods, totaling up to five years if all options are exercised. Only data delivery is required—software, licenses, or SaaS solutions are explicitly excluded. The evaluation process prioritizes technical merit at 70% and price at 30%, with a trade-off methodology allowing for selection of a higher-priced, technically superior offer. A price realism assessment will screen for unrealistically low bids that pose performance risk. Offerors must be eligible under the Policy on Reciprocal Procurement, with no small business or socioeconomic set-asides, and must certify compliance with employment equity obligations and integrity standards. Key personnel must be identified at award, possess security clearances if required, and replacements require prior approval and clearance verification. All performance occurs within Canada’s National Capital Region, and data must be delivered weekly or monthly via Electronic File Transfer in Parquet or CSV format, meeting Statistics Canada’s internal quality standards and record layouts. The contractor is responsible for maintaining scrapers, resolving technical issues within 7–14 days, and providing documentation, with inspections and acceptance conducted solely by Canada. Proposals must be submitted via email by the deadline as four distinct sections including sample data files, with no submissions permitted via cloud links or physical media. Pricing details are placeholders to be finalized at award and no contract value is disclosed. Security requirements include compliance with the PWGSC Contract Security Manual if classified information is involved, and the contractor remains fully liable for subcontractor performance, which requires prior written consent. Intellectual property rights and contract interpretation are governed by Canadian law, with jurisdictional substitution allowed by offeror. All contract clauses remain in placeholder form pending award, with key contact information for the contracting officer designated as Shuo Chen at Statistics Canada.
