Welding, Fabrication and Repair Services - RFSA

The Ottawa-Carleton District School Board has issued Request for Standing Agreement 27-002 for the provision of welding, fabrication, and repair services on an as and when required basis. The scope of work includes the custom manufacture of machine guards, coverings, steel ladders, and platforms, as well as general repairs to metal infrastructure such as railings, goal posts, and playground equipment. Services may be performed at the contractor's facility or on-site across approximately 150 district locations. The agreement is scheduled to end on September 30, 2027, with options for two one-year extensions. Eligible bidders must maintain a storefront or office within 75 kilometers of 133 Greenbank Road. Evaluation is conducted in three stages: a compliance review of mandatory requirements, a technical assessment where bidders must score at least 75 percent on non-price rated criteria, and a final pricing evaluation. Key technical requirements include the possession of four Canadian Welding Bureau certificates. Contractors must strictly adhere to Hot Works Permit guidelines, including a mandatory final inspection 30 minutes after job completion, and comply with Ontario Regulation 278/05 and accessibility standards such as the AODA. The contract will be awarded to the compliant bidder with the highest overall evaluation ranking. Invoicing must be submitted electronically with detailed descriptions and purchase order numbers, with standard payment terms of net 30 days. Suppliers are required to provide WSIB clearance certificates and indemnify the district against losses or claims. All submissions must be made electronically via the ocdsb.bidsandtenders.ca portal by the deadline of September 24, 2026.
