This contract involves the renovation of bathrooms at the West Clarkstown IRA located at 329 West Clarkstown Road, New City, NY, under the jurisdiction of the NYS Office for People with Developmental Disabilities. The scope of work, detailed in attached documents, includes specific renovation tasks with a mandatory site visit scheduled for either November 12th or 13th, 2025, which vendors must attend and sign in to be eligible to submit a quote. The project emphasizes cost competitiveness, requiring vendors to provide a comprehensive breakdown of materials, labor, and overhead, with the contract awarded to the most responsible and lowest-cost responsive bidder who meets all specifications and requirements. The selected contractor must supply a one-year warranty covering both materials and labor and adhere to strict deadlines, with the work to be completed within 30 days of receiving the purchase order. Key compliance elements include adherence to prevailing wage laws under Schedule PRC #: 2025013236, which mandates payment of prevailing wages and supplements for all workers involved, along with detailed payroll recordkeeping and submission of certified payroll forms (WH-347) for federal and state oversight. The contract explicitly prohibits subcontracting, requiring all vendors to be registered with the NYS Department of Labor and to submit necessary documentation such as certificates of liability insurance, workers’ compensation, and signed compliance forms. Quotes must be submitted by November 20, 2025, via email or mail to the designated address, with a preference for electronic submissions. The procurement process emphasizes transparency, with the earliest qualified bid receiving priority in case of a tie, and all submissions must include a completed, detailed quote proposal form.
