2. The Mechanical Contract No. 2 Contractor is responsible for the following: a. The Mechanical Contract No. 2 Contract consists of but is not limited to:
1) Provide mechanical HVAC upgrades including ductwork modifications and diffuser/grille adjustments. Coordinate temporary heating and cooling with owner per construction documents. 2) Restore site and building to its pre-project state. Obtaining the Bidding Documents All project documents and details are available at no cost at PennBid (https://pennbid.bonfirehub.com). Pre-bid Conference A mandatory pre-bid conference for the Project will be held on Wednesday, May 27, 2026 at 2:00 p.m. at the Township of Spring Police Station Conference Room, 2800 Shillington Road, Sinking Spring, PA 19608. Bids will not be accepted from Bidders that do not attend the mandatory pre-bid conference. Instructions to Bidders. For all further requirements regarding bid submittal, bid security, qualifications, procedures, and contract award, refer to the Instructions to Bidders that are included in the Bidding Documents. Attention is called to the fact that prevailing minimum wage rates as determined by the Secretary of the Department of Labor and Industry must be paid by the Contractors on this project and that employees and applicants for employment shall not be discriminated against because of their race, age, color, religion, sex, national origin, or handicap. Each Bidder is required to meet the requirements of Public Works Employment Verification Act, Act 127 of 2012. Winning bidder and site employees working inside the building will be subject to a criminal background check for security purposes and unescorted access to the premises. Personnel performing work outside the building will not be required to undergo this background check. Any and all steel products used or supplied in the performance of the contract or any subcontracts shall be from steel made in the United States. The Township of Spring hereby reserves the right, which is understood and agreed to by all bidders, to refuse and reject any or all bids submitted, and also reserves the right to waive any informality in bids received. Except as otherwise provided by law, no bidder may withdraw its bid for sixty (60) days after the Bid Due Date, unless the contract award is delayed by a required approval of another government agency, the sale of bonds, or the award of a grant or grants, in which case the Bids shall remain open to acceptance and shall be irrevocable for a period of one hundred twenty (120) days after the Bid Due Date.
