Western Branch Area Plan

Western Branch is often described as an enclave within Chesapeake, bounded by the Elizabeth River, the Great Dismal Swamp, extensive interstate and rail corridors, and the Cities of Portsmouth and Suffolk. Home to more than 36,000 residents and nearly 14,000 dwelling units, the area has a distinct identity shaped by its suburban neighborhoods, commercial centers, industrial pockets, and natural landscape. Its strategic location creates both opportunities for regional collaboration and challenges in terms of connectivity and infrastructure. The community is currently experiencing major changes, including the redevelopment of the Chesapeake Square Mall site and the Bowers Hill Interchange Improvement Project. While these efforts are led by private and state/federal partners, they will influence future investment patterns, traffic flows, and land use in Western Branch. The Area Plan will ensure that growth surrounding these projects, and others like it, is planned thoughtfully, enhances community value, and supports a resilient future. The City seeks a consultant team with expertise in land use planning, transportation, urban design, economic development, and public engagement to create a Plan that is implementable, detailed, and reflective of Western Branch's evolving development context. A successful project will culminate in an adopted Plan that not only inspires with a strong vision, but also provides clear, achievable steps the City can take to bring it to life.
