Westside Districts/AVEK Water Transfer – 25,000 Acre-Feet

The Antelope Valley-East Kern Water Agency (AVEK) will transfer up to 25,000 Acre-Feet of its 2025 Table A State Water Project supplies to the Westside Districts. This transfer is designed to improve water supply and reliability for the Dudley Ridge Water District and the Kern County Water Agency Member Units, which include the Lost Hills, Berrenda Mesa, Belridge, and Wheeler Ridge-Maricopa Water Storage Districts. The water will be delivered through existing State Water Project turnouts along the California Aqueduct, with the project area spanning various locations across Kern and Los Angeles counties. The project is classified under NAICS code 221310 and is managed by Tom Barnes, the Water Resource Manager at AVEK. Because the transfer utilizes existing publicly owned water facilities, it is exempt from the California Environmental Quality Act (CEQA) under a Class 1 categorical exemption. The project was formally documented via a Notice of Exemption dated September 15, 2025.
