The U.S. Department of State, through the Bureau of Global Acquisitions and the Office of Western Hemisphere Affairs, intends to award a sole-source, firm-fixed-price purchase order to the General Secretariat of the Organization of American States (OAS) and its Summit of the Americas Secretariat (SAS) for professional support services critical to the Summit of the Americas process. This non-competitive action is justified under FAR 13.101(b) due to the OAS/SAS’s unique and exclusive status as a public international organization with unparalleled convening authority, historical protocol knowledge, and institutional continuity essential to managing the Summit’s complex diplomatic, political, and economic agenda. The OAS/SAS will provide comprehensive technical and administrative services including facilitation of the Summit Implementation Review Group and Joint Summit Working Group meetings, logistical and interpretive support for multilateral engagements, translation and documentation management for official Summit materials, and coordination between governments and civil society stakeholders. It will also maintain public information systems including the official Summit website and online engagement tools, manage historical records and reports, and ensure timely access to authoritative information on Summit outcomes and implementation. All services are designed to sustain the integrity and continuity of the Summit process, leveraging the OAS/SAS’s unmatched institutional capacity. While this notice is not a solicitation, any entity capable of meeting the requirements may submit written proposals with supporting evidence by the specified deadline, though the government retains full discretion to proceed without competition based on its assessment.
