The Confederated Tribes of the Colville Reservation, through San Poil Forestry, is soliciting bids for two Pre-Commercial Thinning contracts in the McAllister Creek area. The project encompasses a total of approximately 23.8 acres across two units: SP-15-PCT-27 (10.3 to 10.33 acres) and Sp-16-PCT-27 (13.4 to 13.44 acres). The scope of work requires the contractor to identify and preserve desirable crop trees while removing competing trees and shrubs. Bids must be physically submitted to the Mt Tolman Complex mailbox by 4:00 PM on November 17, 2026; electronic submissions are prohibited. A complete bid packet must include a work plan, bid sheet, bid evaluation form, TERO Compliance and Utilization Form, debarment certification, and sam.gov registration. While the lowest bid may not necessarily be the acceptable bid, the agency will evaluate submissions based on these components and may use previous contract close-out forms as tiebreakers. Contractors must provide liability insurance and are encouraged to obtain TERO Title 10 certification to avoid fees. Payment is based on a per-acre bid price for completed and accepted acreage, with 20 percent of each payment withheld until final project acceptance. Partial payments are generally restricted to units larger than 10 acres unless weather shutdowns occur. All work is subject to inspection by a designated Contract Officer's Representative and must comply with the Occupational Safety and Health Act of the Confederated Tribes of the Colville Reservation as administered by TOSHA.
