Willsie Drive Road Construction Project

The County of Riverside Transportation Department is implementing the Willsie Drive Road Construction Project, identified by Work Order ZD5-0046C and Task Code Z1530. Located in the community of Lakeland Village in Lake Elsinore, California, the project involves the construction and paving of approximately 420 feet of Willsie Drive from Borchard Road to the end of the road. The project will maintain the existing roadway width of 26 feet and includes grading, moisture conditioning, and paving with Hot Mix Asphalt. Additional scope of work encompasses the installation of pavement markings, delineation, and reflectors, the removal and installation of signs, and the trimming or removal of vegetation and stumps. The project must adhere to the Caltrans 2018 Standard Plans and the County of Riverside Road Standards dated March 2, 2023. It is classified as CEQA-exempt under Section 15301(c) for existing facilities. Environmental compliance requirements include following the Best Management Practices outlined in Appendix C of the Western Riverside Multi-Species Habitat Conservation Plan and conducting preconstruction nesting surveys if vegetation removal occurs between February 1 and August 31, per the Migratory Bird Treaty Act. No additional right-of-way or temporary construction easements are required for these improvements.
