The Department of Veterans Affairs is seeking industry input for a firm-fixed-price contract to procure and install commercial-grade dual-reflective window tint at its facility located at 8000 Metropolis Drive, Building B, Austin, Texas, 78744. The work involves treating approximately 216 windowpanes across three zones—roof, corner, and front façade—with materials that must meet stringent performance standards, including a minimum of 70% solar heat rejection, 99% UV rejection, 70% glare reduction, visible light transmission between 10% and 20%, interior reflectivity not exceeding 25%, and exterior reflectivity of at least 40%. All materials must be ANSI and NFRC certified and come with a minimum 10-year warranty covering bubbling, peeling, cracking, discoloration, and adhesive failure. The contractor is responsible for providing all personnel, equipment, materials, tools, transportation, and supervision necessary to perform the work in full compliance with OSHA safety standards and local environmental disposal regulations. Installation must be completed within 90 calendar days of contract award, with work restricted to weekdays between 8:00 a.m. and 5:00 p.m., excluding federal holidays.
