Winter Maintenance

The Corporation of the County of Prince Edward is soliciting quotations for winter maintenance services at forty-five facilities, divided into four geographic parts: Picton/Bloomfield, Wellington, North County, and South County. The contract runs from November 1, 2026, to March 31, 2029, with the County holding the option to extend the agreement for two additional one-year periods through March 31, 2031. The selected supplier must provide all labor, equipment, materials, and supervision necessary for 24-hour operations, including the provision of all salt and sand. Services include plowing and sanding/salting to ensure safe public and staff access, with specific site requirements and service levels detailed for various municipal locations. Award is based on a low-bid process, with the contract granted to the lowest stipulated sum for each of the four parts. Evaluation occurs in three stages: a review of mandatory submission requirements, a technical requirements assessment, and a final price evaluation. Qualified bidders must utilize equipment that meets Ontario Ministry of Transportation standards and possesses valid Periodic Mandatory Commercial Vehicle Inspection stickers dated after September 1 of each contract year. Payment terms are net 30 days. Submissions are due by September 21, 2026, via the bidsandtenders.ca electronic system and must include the completed Appendix C Submission Form.
