AI Contract Overview
The National Park Service (NPS), through its East Contracting Office, is soliciting quotations for a firm-fixed price contract to perform electrical wiring replacement at the Reconstruction Era National Historical Park. This procurement is a total small business set-aside under NAICS code 238210, targeting electrical contractors experienced in wiring installation and alterations, with the contract emphasizing historic preservation. Work involves the complete replacement of electrical wiring systems, including conductors, junction boxes, fittings, mounting hardware, and thorough testing to ensure compliance with the National Electrical Code, OSHA standards, and other applicable federal, state, and local regulations. Contractors must demonstrate sensitivity to preserving historic materials and features, minimize disturbance to the structure, and comply with dust control, safety protocols, and quality assurance plans. The project period spans from June 1 to June 30, 2026, with a mandatory site visit scheduled prior to submission. The evaluation will be based on a best value tradeoff, where technical criteria outweigh price. Key factors include the technical approach to code-compliant wiring replacement while protecting historic resources, relevant experience with similar projects (preferably on historic or institutional buildings), qualifications of key personnel, past performance, and the ability to manage resources and schedules effectively. Submissions require an active SAM registration, a valid Unique Entity Identifier, and proof of small business status under the designated NAICS. The contract includes standard FAR clauses addressing ethics, whistleblower protections, supply chain risk management, Buy American requirements, and prohibitions on certain telecommunications equipment. It further imposes requirements related to insurance, quality control, organizational conflict of interest mitigation, and strict consent for any additional work outside the contract scope. Inspection and acceptance will be conducted at the work site, ensuring the contractor meets performance and safety standards. Payment will be processed via the federal Invoice Processing Platform with net 15 terms, and all correspondence, including proposal submissions and questions, must be directed to the designated Contracting Officer by specified deadlines.
