Offerors must comply with FAR clauses addressing ethics, subcontractor payments, whistleblower rights, and security safeguards, and must flow down key clauses to any subcontractors. Insurance requirements include business liability and workers compensation coverage in accordance with South Carolina law. Payment will be made via the Treasury’s IPP system within Net 15 terms, and contractors are subject to payment deductions for non-compliance with the Statement of Work or Quality Control Plan.
