The Communications and Electronics Research, Development and Engineering Center (CERDEC), specifically the Night Vision and Electronic Sensors Directorate (NVESD), plans to initiate a four-year Science and Technology Objective (STO) program starting in fiscal year 2005 aimed at assessing the feasibility of detecting Improvised Explosive Device (IED) threats in urban environments through explosives detection. To advance this effort, NVESD is organizing a one-day workshop on July 1, 2004, to address the scientific and engineering challenges linked to identifying the chemical signatures associated with IED threats. The goal is to determine if current or slightly modified sensing and sampling methods can be effectively utilized for locating IEDs along urban routes. This workshop will bring together relevant researchers and organizations to exchange ideas and explore collaborations. The event will be held at the Institute for Defense Analyses in Alexandria, Virginia, and is open exclusively to U.S. citizens. Attendees are invited to present 15-20 minute unclassified briefings focusing on their research relevant to the STO, particularly emphasizing scientific approaches to characterizing source signatures and leveraging existing detection technologies. Due to time limitations, not all presentations may be accommodated, and abstracts must be submitted by June 14, 2004. Additional logistical details, including hotel listings and directions, are accessible through the provided IBOP market survey link. For inquiries, contact points are available via email and phone for both Scott Grossman and Aaron LaPointe at NVESD.

Full Description

The Communications and Electronics Research, Development and Engineering Center (CERDEC), Night Vision and Electronic Sensors Directorate (NVESD) has proposed a four-year, limited funding Science and Technology Objective (STO) program to begin fiscal year 2005. The objective of this STO will be to determine the feasibility of locating IED threats along routes in urban environments through explosives detection. To support this program, NVESD will conduct a workshop to discuss the scientific and engin eering challenges associated with the STO objective. In particular, NVESD is interested in evaluating the best approaches to quantitatively characterize the chemical signature of typically encountered IED threats. Additionally, NVESD is interested in det ermining if existing or slightly modifiable sampling and sensing techniques can be effectively applied to the challenge of IED detection. NVESD has tentatively scheduled this one-day workshop for 1 July 2004. Please consider attending this workshop and co nsult your calendar to determine if this proposed date is available. NVESD will outline and discuss the currently proposed STO. This workshop is open to U.S. citizens only. You are invited to present an unclassified 15-20 minute briefing on the research that you or your organization conducts that may be relevant to the STO program. Presentation should focus on scientific and engineering approaches to understanding the source signature, and how the Army might exploit that signature by leveraging existing sensing and sampling techniques. Also, presenters should consider potential avenues for collaboration with NVESD. Due to time constraints, some briefings may not be permitted. Presentation abstracts should be submitted no later than 14 June 2004 and shou ld be sent to the following email address: contact@example.gov. The workshop is scheduled to take place at the Institute for Defense Analyses, 4850 Mark Center Drive, Alexandria, VA. Directions and hotel listing are posted on the IBOP market surv ey link located at https://abop.monmouth.army.mil/marksur.nsf/Market+Survey+By+Date?Openview&login. If you have any questions, please contact Scott Grossman on +1 (555) 000-0000, email: contact@example.gov, or Aaron LaPointe, +1 (555) 000-0000, email: aaro contact@example.gov.

Solicitation # 2026-1045
The 2026 International Joint Research Rapid Support Project, solicitation number 2026-1045, is a government-funded initiative managed by the National Research Foundation of Korea and the Ministry of Science and ICT. The project focuses on developing core original technologies for high-density parallel light sources, specifically micro-LED and micro-OLED, for use in AI data center optical interconnects. The total government support funding is 737.5 million KRW for a 16-month performance period running from December 2026 to March 2028. This project is classified as a National Strategic Technology in the semiconductors and next-generation OLED sectors, aiming to advance from Technology Readiness Level 3 to TRL 5. A mandatory requirement for this solicitation is the establishment of an international joint research network with Japanese research institutions to secure expertise in organic light-emitting materials and patents. Technical objectives include developing 32-channel arrays with specific performance targets: transmission speeds exceeding 1 GHz for micro-LED and 0.2 GHz for micro-OLED, and driving energy levels of 1 pJ/bit and 20 pJ/bit respectively. Final acceptance requires the submission of a functional prototype and verification through accredited certification bodies, official test reports, or witnessed self-evaluations. All research achievements and commercialization results must be managed through the Integrated Research Information System (IRIS), and the project is subject to technology fee collection and the 3-book 5-public rule for concurrent research limits.
