XILINX Software Maintenance

NASA/Goddard Space Flight Center has a requirement for Xilinx Software Maintenance Agreement. The period of performance is August 16, 2016 through August 15, 2017. NASA/GSFC intends to purchase the requirement through Avnet only. The software is proprietary and the vendor does not employ any distributors for its product line. Avnet is the only source available to fulfill this procurement request. Authority is FAR 13.106B(1) Only one source reasonably available. This procurement will be processed using FAR Part 13 Simplified Acquisition Procedures. The Government intends to acquire a commercial item using FAR Part 12. This synopsis shall not be construed as a commitment by the Government nor will the Government pay for the information solicited. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on March 7, 2016. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responsesto this notice, is solely within the discretion of the government.
