USAID/Indonesia plans to issue a solicitation for the construction and rehabilitation of approximately 240 kilometers of two-lane highway and multiple bridges in the Aceh Nanggroe Darussalam province, damaged by the 2004 Indian Ocean Tsunami. This project targets U.S. construction firms exclusively for prime contractor roles and will be awarded as an Indefinite Quantity Contract (IQC) with a fixed price and fixed unit cost structure, combining lump-sum and unit-price schedules. The estimated contract value exceeds $100 million, funded by the U.S. government through USAID. Design work is currently underway with construction scheduled to start in September 2006 and expected to conclude within 32 months following the Notice to Proceed. The procurement will follow the Federal Acquisition Regulation (FAR) guidelines, specifically FAR Part 15 for proposal solicitation and FAR 36.207 for contract pricing. USAID encourages bidders to extensively utilize Indonesian subcontractors, especially those from the affected Aceh region. Contract documents and specifications will be freely available at USAID’s offices in Jakarta and Banda Aceh once ready. Potential offerors must register once the solicitation is released, anticipated in June 2006, with proposals due by late July.
