Federal Business Opportunities Information Date: 2015 February 02 SOLICITATION NO. W9128F-15-B-0003 On or about 18 March 2015, this office will issue Invitations for Bid for construction of the Transformer Oil Containment, Big Bend Dam, Missouri River, South Dakota. The solicitation will close on or about 17 April 2015. This solicitation is RESTRICTED TO SMALL BUSINESS PARTICIPATION. A tentative site visit date will be issued with the solicitation. DO NOT submit requests for plans and specifications to the site visit personnel listed above. See 'Obtaining Solicitation Documents' below. _______________________________________________________________________________ Project Description: (Approx. quantities) 1. Main Unit Transformer Oil Containment Big Bend has four (4) three-phase transformers located on the tailrace deck. The transformers are enclosed in concrete walls on three sides, with the downstream side open. The upstream wall is the powerhouse while the other two are firewalls. Each of the main unit transformers contains 14,530-gallons of oil and weighs 382,500-pounds. A curb will be placed on the downstream side of the powerhouse to provide enough containment to hold all of the transformer oil and a 25-year 24-hour storm event. A passive oil containment system will be placed in the lower section of each transformer vault. The passive liner will allow storm water to flow through while containing any hydrocarbons. Six-inches of fire quenching stone will then be placed on top of the liner to help extinguish puddle fires. Oil absorbing mats placed on top of the rock will be used to help collect small chronic leaks of the existing transformer to protect the life of the passive system. Stairs will be included to allow personnel to easily access the transformer vault. In the event of a catastrophic oil failure, the passive liner will solidify creating a water-tight barrier inside the vault. This will prevent any hydrocarbons from reaching the drain and being discharged into the river The existing transformer rails inside the transformer vault will be covered by the fire quenching stone. The existing curb cut for the rails on the downstream side of the vault will be filled with grout. Any future transformer work involving transformer movement will require the fire quenching stone and grout to be removed. 2. Station Service Transformer Oil Containment Big Bend has two (2) station service transformers located on the tailrace deck. The station service transformers are located against the powerhouse wall with the other three sides open to the atmosphere. Each of the station service transformers contains 1,080-gallons of oil and weighs 24,000-pounds. Curbs will be provided around the station service transformers. Station service transformer 2 will have its own containment area while station service transformer 1 containment will be combined with the delta feeder transformer. The curbing will be sized to contain all the oil in each transformer within the containment area plus a 25-year 24-hour storm event. The containment curb will not block storm water on the draft tube deck from reaching the existing drains. The valves at the base of the transformer will remain accessible for project maintenance. A passive oil containment system will allow storm water to flow through while containing all hydrocarbons. Theperimeter containment curb will have locations for storm water to flow out of the containment area at the low points near existing deck drains. The containment area will have six-inches of fire quenching stone placed on top of the liner to help extinguish puddle fires. In the event of a catastrophic oil failure, the passive liner will solidify creating a water-tight barrier inside the containment area. This will prevent any hydrocarbons from reaching the drain and being discharged into the river. 2.a. Oil Leakage The passive system will be attached to the station service transformers base with adhesive. This design will catch any leaks, except for those in the bottom of the tank. Leaks occurring in the bottom of the tank will bypass the oil containment system. However, the chances of a leak in the bottom of the tank are minimal. The tank base is a solid steel plate that is designed for skidding the transformer around. Major leaks are likely to occur from the oil coolers and piping above the base of the transformer. To help alleviate the chance that oil will get underneath the containment system, the gap between the concrete deck and transformer base will be filled with non-shrink grout. 3. Delta Feeder Transformer Oil Containment Big Bend has one (1) delta feeder transformer located on the tailrace deck near station service transformer 1. The delta feeder transformer is located against the powerhouse wall with the other three sides open to the atmosphere. The delta feeder transformer contains 483-gallons of oil and weighs 12,027-pounds. Delta feeder transformer containment will be combined with station service transformer 1. The curbing will be sized to contain all the oil of both transformers plus a 25-year 24-hour storm event. The containment curb will not block storm water on the draft tube deck from reaching the existing drains. A passive oil containment system will allow storm water to flow through while containing all hydrocarbons. The perimeter containment curb will have locations for storm water to flow out of the containment area at the low points near existing deck drains. The estimated construction cost of this project is between $1,000,000 and $2,500,000. _______________________________________________________________________________ The Contractor will be required to commence work within 10 days after notice to proceed and complete the work 360 calendar days after receipt of Notice to Proceed. Provisions will be included for liquidated damages in case of failure to complete the work in the time allowed. Performance and payment bonds will be required. Bonding documents including the power of attorney shall bear an original signature by an officer of the surety.
