The Jackson Levee Turnarounds project, solicitation number W912EF-13-B-0006, is a construction contract awarded by the US Army Engineer District Walla Walla under the Department of Defense. The project involves the construction of four turn-arounds on the unpaved Public Levee near Jackson, Wyoming, in Teton County. The scope of work consists primarily of earthwork, including clearing and grubbing, as well as the hauling and placement of fill and riprap, with materials provided by both the government and the contractor. While the project includes wetland mitigation at one site and is subject to Wyoming Department of Environmental Quality water quality laws for Class 2 waters, no in-water work is required. The procurement process included a sealed bid submission deadline of August 14, 2013, and a government cost estimate of 248,137.00 dollars. Technical requirements specified in the project plans include tree removal and strict elevation standards, while amendments to the solicitation updated seed specifications and wage decisions. A critical condition of the award was the requirement for real estate clearance from Teton County for one of the work sites. The project was managed under NAICS code 237990 and required adherence to EM 385-1-1 safety compliance standards.
