On or about 28 June 2011, this office will issue Request for Proposals for design and construction of the Switchyard Upgrade, Garrison Dam, ND. The solicitation will close on or about 02 August 2011. This solicitation is UNRESTRICTED AND OPEN TO BOTH LARGE AND SMALL BUSINESS PARTICIPATION. A site visit date has not been scheduled at this time. Information related to the site visit will be released when the advertisement package is issued. DO NOT submit requests for plans and specifications to the site visit personnel listed above. See 'Obtaining Solicitation Documents' below. _______________________________________________________________________________ Project Description: (Approx. quantities) This project is a design/build package that includes rebuilding a new 230/115kV switchyard including new transformers, breakers, and disconnect switches. The new 230/115kV switchyard will be constructed on a site adjacent to the existing switchyard at the Garrison hydropower plant. The new 230/115kV switchyard design will incorporate the requirements of the U.S. Army Corps of Engineer and the design standards of Western Area Power Administration (WAPA). The layout of the new 230/115kV switchyard is similar to that of the existing switchyard, except it is slightly rotated to be perpendicular to the existing incoming 230kV transmission lines. In addition to the new switchyard, unit breakers will be utilized in the existing switchyard to connect the new switchyard to the existing generator transformer feeds. Site work and other site upgrades will be required for the new switchyard and a new controls building will be constructed. All other equipment in the existing switchyard will be removed or retired in place. The design component of this work will be completing the package that is provided in the solicitation. During the design effort, close coordination will be required between the USACE, WAPA, and the user, to finalize details and coordinate outages. The estimated construction cost of this project is between $10,000,000 and $15,000,000. _______________________________________________________________________________ The Contractor will be required to commence work within 10 days after notice to proceed and complete the work 780 calendar days after receipt of Notice to Proceed. Provisions will be included for liquidated damages in case of failure to complete the work in the time allowed. Performance and payment bonds will be required. Bonding documents including the power of attorney shall bear an original signature by an officer of the surety.
