THIS IS A PRE-SOLICITATION NOTICE ONLY. The solicitation will be available on or about April 23, 2010 at https://www.neco.navy.mil. Naval Facilities Engineering Command Southeast, Jacksonville, FL is currently seeking construction contractors for Solicitation Number N69450-10-R-0765 to design, construct and install a Renewable Energy Project - Solar Panel Array at Naval Air Station (NAS) Kingsville, TX. Project Scope is: This project includes design, construction and installation of a Ground Mounted Solar Array Power Generating system up to 550kw, at NAS Kingsville, TX. Also included is an exterior system consisting of service entrance wiring and equipment, lighting panel boards, dry type transformers, conduits, feeder and branch circuits, grounding, including accessories and devices as necessary and required for a complete and usable Solar Array Powered Generating System. Interested offerors must have experience in design, construction and installation of fixed base electrical generating solar arrays with utility connections to the power grid. The experience must be with arrays at least 300kw of power and must include photovoltaic arrays. The offeror shall also demonstrate comprehensive knowledge of this type of facility design, construction and installation. This solicitation is being issued on an unrestricted basis. This is a negotiated procurement, using the Best Value Tradeoff Approach that will result in a Firm Fixed-Price Construction Contract. The Government anticipates a contract award for this project in August 2010. The appropriate NAICS Code is 237130 Power and Communication Line and Related Structures Construction, with a size standard of $33.5 million dollars. The project magnitude is $1,000,000 to $5,000,000. The contract duration is 360 calendar days from date of contract award. SITE VISIT: The clauses at 52.236-2, Differing Site Conditions, and 52.236-3, Site Investigations and Conditions Affecting the Work, will be included in any contract awarded as a result of this solicitation. Accordingly, offerors or quoters are urged and expected to inspect the site where the work will be performed.
