AI Contract Overview
The Department of Veterans Affairs is soliciting a firm-fixed-price construction contract for the Green House Homes Steam Utility project at the Captain James A. Lovell Federal Health Care Center in North Chicago, Illinois. This project, set aside exclusively for Service-Disabled Veteran-Owned Small Businesses (SDVOSB), has an estimated magnitude between 500,000 and 1,000,000 dollars. The primary scope involves providing steam service to Green House Homes 201 and 202 by replacing existing gas-fired steam generators and hot water boilers with ASME code stamped steam-to-hot water heat exchangers and clean steam duct mounted humidifiers. The contractor is responsible for all tools, materials, labor, and supervision, with a requirement to phase construction to minimize impact on residents and operations since the homes are expected to be occupied during work. Key performance requirements include a 270-day completion timeline following the Notice to Proceed, with specific work scheduled between May and October to avoid winter restrictions. The contractor must provide eight hours of manufacturer technical instruction for VA personnel and complete operating and maintenance manuals. Bidders must meet strict safety and insurance criteria, including submitting an Experience Modification Rate (EMR) and certifying a limited history of OSHA or EPA violations over the past three years. The contract is subject to the Davis-Bacon Act for wage determinations and requires both performance and payment bonds equal to the contract value. Final acceptance is contingent upon a government pre-final punch list and a final inspection involving the contractor's quality control personnel and the Contracting Officer's Representative.

Full Description
Contractor shall provide all tools, materials, labor, quality assurance, and supervision for renovations resulting in a complete, compliant, and fully-functional project as described throughout the contract documents – including the drawings and specifications.
The purpose of this project is to provide steam service to Green House Homes 201 and 202. Existing gas fired hot water boilers (2 per home) and gas fired steam generators (1 per home) are to be replaced. Steam-to-Hot Water heat exchangers will replace gas fired hot water boilers and clean steam duct mounted humidifiers will replace exiting setup.
Both homes are anticipated to be occupied during work. Construction will be phased to reduce impact on residents and FHCC operations, see sheet MS100.
Removal and installation of duct mounted humidifier will be a one-day event (per home) due to AHU shutdown. All material will be required to be on site, and interior of ductwork immediately near installation will be clean and free of debris prior to AHU being returned to service.
