Yokota Air Base has issued a Commercial Solutions Opening (CSO) to identify and acquire innovative commercial technologies, processes, or methods that address capability gaps and enhance mission effectiveness. This announcement serves as a broad solicitation framework for future specific calls seeking white papers or proposals in defined technical areas of interest, such as micromobility solutions to improve base transportation options. The CSO will remain open for up to 60 months, during which time multiple calls for submissions may be released, specifying detailed requirements and terms. Proposal submissions are only accepted in response to these calls, not to the initial announcement, and contractors must be registered in SAM.gov with the capability to accept government purchase card payments or use electronic funds transfer through WAWF. The anticipated program budget is approximately $1 million annually, with multiple awards expected each year typically ranging from $10,000 to $250,000. Awards will likely be firm-fixed-price contracts under the Federal Acquisition Regulation Part 12 and may be granted based on the technical innovation, importance to Air Force needs, and price reasonableness. The evaluation process categorizes proposals as recommended, selectable, or not selectable based on their potential to meet Air Force requirements. Offerors must carefully follow submission guidelines including formatting and documentation requirements, and proposals will undergo review by subject matter experts. The government reserves the right to not make any awards, modify criteria, or cancel calls if deemed in its interest. An ombudsman is available to assist with concerns related to this procurement process, reinforcing transparency and fair opportunity while not influencing award decisions.
