The City of York will receive sealed bids online via PennBid for the York City Hall Interiors Renovation project from 2pm July 29th, until August 21st at 2pm, at which time they shall be opened online and publicly posted on the PennBid website. All information and documents related to the solicitation are available immediately at no cost on PennBid. The work of this project shall be accomplished under three (3) separate prime contracts: Architectural, Electrical, and Plumbing. The work shall include all required labor, materials, equipment, and incidentals necessary for the York City Hall Interiors Renovation, as indicated on the Construction Documents available on PennBid. Documents were prepared by Murphy & Dittenhafer Architects. A non-mandatory pre-bid meeting will be held at the City of York Office on August 3rd at 10am local time, at York City Hall, located at 101 South George Street, York, PA 17401. The City of York is an Equal Opportunity Employer, and all qualified bids submitted by contractors will be given equal consideration without regard to race, color, religion, creed, ancestry, national origin, gender, or sexual orientation. Each bid must be accompanied by a certified check, cashier's check, or bid bond in the amount of ten percent (10%) of the total bid, made payable to the City of York. The City of York reserves the right to reject any or all bids, to reject portions thereof, or to waive any informalities or irregularities in the bidding process. Proposals shall be submitted electronically through PennBid and shall include the bid proposal, all required forms, bid bond or other approved bid security, and all other documents required by the bidding documents. Anticipated construction duration is approximately 120 calendar days. This date will be accessed during the Contractors submitted Construction Schedule and Phasing plan. The Contractor shall submit a proposed construction schedule and phasing plan with its bid for owner review and evaluation. The Contractor shall reference M&D Architects Bid Phasing Requirement Document included with the bid package on PennBid. This document establishes the owners’ minimum expectations regarding construction sequencing, phasing, occupant coordination, access, work hours, and other project-specific requirements, and shall be incorporated into the contractors’ proposed phasing plan and schedule. The City of York will pay costs associated with plan review, building permit fees, and required inspection fees. Davis Bacon Wage Rates shall apply. The project has obtained partial funding through American Rescue Plan Act (ARPA). Requirements associated with these funding sources are included in the Contract Documents and will be strictly monitored throughout the project. The City of York encourages participation by Disadvantaged Business Enterprises (DBEs). DBEs will be afforded full consideration and will not be subject to discrimination.
