Health-Related Social Needs (HRSN) Nutrition Support Services
Solicitation # 26-001-ADR-HRSN
Pierce County Human Services Aging and Disability Resources is seeking qualified organizations to provide Health-Related Social Needs nutrition support services, specifically Medically Tailored Meals and Fruit and Vegetable Provisions, to eligible Medicaid recipients in Pierce County. This open and continuous solicitation, identified as RFQ 26-001-ADR-HRSN, is designed to expand services to Non-LTSS clients. To be eligible, applicants must already hold a current contract with DSHS HCLA or PCHS ADR for these services for LTSS clients and must agree to serve the entire geographic area of Pierce County. The program operates under Washington State's Section 1115 Medicaid Demonstration waiver to address food insecurity and adverse social conditions that contribute to poor health outcomes. The contract involves a fee-for-service reimbursement model with rates matching negotiated LTSS rates, and a sample agreement indicates a funding amount of 4,250,000 dollars. The initial term runs through June 30, 2028, with potential renewal options. Contractors are required to deliver food directly to clients' homes or via commercial services, replacing any spoiled items within 10 calendar days. Performance is monitored through the CLC-GetCare database and on-site inspections, with a minimum compliance threshold of 90 percent to avoid corrective action plans. Award decisions are based on a qualification-based determination, requiring respondents to provide a UEI number, UBI number, and various insurance certifications, including general liability and workers compensation.
