Youth Team Sports Funding

The Wayne County Department of Aging and Youth is soliciting applications from qualified nonprofit and community-based organizations for Youth Team Sports funding for the 2026-2027 program year, covering the period from October 1, 2026, through September 30, 2027, with a total funding pool of $45,000. Only organizations serving youth under 18 in under-resourced communities within Wayne County are eligible; municipalities, school districts, and for-profit entities are expressly excluded. Programs must center on organized team sports involving two or more participants competing against opposing teams, including individual sports played in team formats such as swimming, tennis, or golf, and must include a mandatory competitive component designed to foster positive youth development. Priority is given to serving populations facing systemic barriers, including youth in high-poverty or high-crime areas, public housing neighborhoods, opportunity zones, and marginalized groups such as girls, transgender and gender non-binary youth, LGBTQ+ youth, and youth with disabilities. Programs are encouraged to incorporate physical health, mental wellness, employment readiness, and community engagement components alongside competition. Proposals must be submitted by June 22, 2026, either electronically through the County’s OpenGov eProcurement portal or via hardcopy to the Clerk of the Board of Supervisors in Lyons, NY. Applicants must complete and submit all required forms including the OCFS-5011 Universal Application, OCFS-5005 Program Budget, OCFS-5001 Individual Program Application, OCFS-5002 Agency-Program Profile, OCFS-5003 Program Summary, and supporting documents such as Non-Collusion Certification, Debarment and Suspension Certification, Iran Divestment Act Compliance Certification, and Lobbying Certification. Proposals are evaluated using a weighted scoring system where the Budget Narrative, Targeted Population Alignment, and Organizational Capacity/Experience each account for 25% of the technical score, totaling 75% of the overall evaluation, with the remaining 25% unspecified. Scoring is based on a 0-10 scale, and cost efficiency is measured by awarding maximum credit to the lowest-cost proposal using a ratio-based formula. Award decisions are subject to approval by the Wayne County Board of Supervisors. Selected recipients will receive funding on a reimbursement basis and must maintain detailed financial and operational records for six years following final payment.
