The U.S. Army’s Mission and Installation Contracting Command at Yuma Proving Ground is seeking industry input through a Request for Information to support future wastewater services at the Yuma Test Center in Arizona. The anticipated contract would include a one-year base period beginning November 1, 2026, with two optional one-year extensions running through October 31, 2029. Respondents are asked to address details in the attached draft Performance Work Statement, particularly regarding past performance delivering similar wastewater services, including contract numbers, values, and scope summaries. Industry is also being asked to confirm whether the requirement qualifies as a commercial service under FAR 2.101 and whether the assigned NAICS code 221320 for Sewer Systems or Sewage Treatment Facilities is appropriate, or if an alternative should be considered. The Government is explicitly seeking input from small businesses across all socioeconomic categories and is interested in understanding vendor interest in serving as a prime contractor or through teaming arrangements, joint ventures, or subcontracting. This RFI is strictly for planning purposes, does not obligate the Government to issue a solicitation, and respondents bear all costs associated with providing information. The small business size standard for this NAICS code is $35 million in annual receipts. All responses are due by August 14, 2026, with point of contact information provided for inquiries.
