Yukon First Nations Procurement Policy Evaluation

The Government of Yukon, through the Department of Highways and Public Works, is seeking an independent third-party consultant to conduct a comprehensive evaluation of the Yukon First Nations Procurement Policy (YFNPP). This mandate, required every five years under the GAM 2.6 Procurement Policy, aims to assess the policy's effectiveness and impact on Yukon First Nations businesses and communities while identifying gaps and providing actionable recommendations. The project is grounded in the Umbrella Final Agreement and individual Yukon First Nation Final and Self-Government Agreements, covering 14 specific First Nations across the traditional territory. The procurement process utilizes a two-envelope system where technical submissions are evaluated first based on key personnel, relevant experience, and proposed methodology. Proponents must achieve a minimum score of 60 percent in these areas to be eligible for interviews, from which the top three highest-ranked proponents will be selected. The maximum proposal price is set at 250,000.00 dollars, with specific pricing structures for interviewer hourly rates, lump sum services, and a 10,000.00 dollar travel allowance. Key deliverables include an Evaluation Plan due two weeks after the contract start date, an interim report due in June 2027, and a final report with presentations to stakeholders due in August 2027. The selected consultant must adhere to the Government of Yukon's Vendor Performance Review Program and provide proof of insurance and compliance with the Yukon Workers Compensation Board. Payments are processed monthly within 30 calendar days of receiving a satisfactory invoice.
