The contract pertains to the exterior wood refinishing of the Visitors Center at the Kenai National Wildlife Refuge in Soldotna, Alaska, under a firm fixed price arrangement set aside exclusively for small businesses. Work includes cleaning and refinishing all exterior wood surfaces—siding, soffits, trim, and turned log posts—with a performance period of 45 calendar days following contract award. The contractor is responsible for providing all materials, labor, equipment, and supervision, and must adhere to a strict work schedule limited to one-half hour before sunrise to one-half hour after sunset, excluding weekends and federal holidays.
