Z--REPLACE HVAC SYSTEMS AND CONTROLS

The National Park Service is preparing to issue a solicitation for a firm-fixed-price contract to replace HVAC systems at various buildings within Richmond National Battlefield Park in Richmond, Virginia. This is a new requirement and currently in the pre-solicitation phase, with the full solicitation expected to be released after June 8, 2026. The project involves providing all labor, materials, tools, and equipment necessary for removing and replacing HVAC systems, including controls, ductwork cleaning, balancing, and commissioning across nine different facilities. The scope includes work on both historic and non-historic buildings, which necessitates careful handling of historical sites. The base contract covers six buildings, such as the Chimborazo and Cold Harbor Visitor Centers and the Maintenance Building, with three additional options subject to funding that include other structures like the Fort Harrison Visitor Center. This procurement is set aside exclusively for Service-Disabled Veteran-Owned Small Businesses (SDVOSB), and only offers from eligible businesses will be considered. The project’s estimated value ranges from $250,000 to $500,000, with the contract period expected to be approximately 242 days from the notice to proceed, subject to adjustment if optional work items are awarded. Offerors must register in the System for Award Management and provide bid guarantees, as well as performance and payment bonds, covering the full contract amount once awarded. The solicitation and any amendments will be disseminated solely via SAM.gov, with no paper copies available, and a pre-bid site visit will be scheduled to assist interested contractors in preparing their proposals. The selection process will follow a Lowest Price Technically Acceptable methodology under FAR Part 15.101-2.
